So my work has been steadily going down hill over the years as to people socializing, and we seem to have sunk into little groups of co-workers who don't really know each over and no longer even go to the pub together

Well I'm happy for any suggestions really, I'm kind of drawing a blank outside the traditional British ideas of going out and getting pissed at the pub on a Friday night, so any ideas whatsoever are better than none.
If you're going to do it outside of work hours, then either make it a day when people aren't quite so likely to have other commitments (Thursdays seem to be favoured) or make it a plus-partners event (and make it something that partners might be interested in). We never really progressed much beyond the going-down-the-pub level at my previous workplace, but jollies/events weren't really their thing...
Karaoke, themed nights ('70s etc.), one of the best we had here was a beginners Irish dancing night (Céilí) - pretty much forced everyone to take the floor, and you were too wrecked to bother with social isolation. Paintball is a good idea indeed (go out, make friends, shoot them...). Maybe orienteering or a mountain climb?
A weekend away to an outdoor pursuits centre. My old place did this quite a lot. But then again they did 'bonding' weekends in Dublin, Paris etc too.
Smaller scale murder mysteries are good. Pub quiz type things are good for inter-departmental. Other random stuff included art classes, karaoke, origami classes, juggling workshop, mediatation and yoga.
