When you say that any "base" Pokemon can be used as a starter, does that just mean any first-stage and reasonable 'mon (I was thinking Numel for the particular character I want to app), or does it have to be one of the starters given out by Professor [insert tree name here] to the PCs in the games?

Yeah, I mean any first stage Pokemon - any reasonable one at all from any region. I should clarify that better, huh.

Will shiny pokemon be made available in this game? I assume they certainly wouldn't be super common, but I'd be interested in the means to obtaining one if they're obtainable.

Yeah, shinies are planned! However, they'll most likely just be limited to special events - but we've got one of those lined up as one of the events that will happen within the first six months, most likely.

Hey, question--this RP looks really awesome and I'm tempted to join, but the problem is, uh, I would have to take some long hiatuses. I know hiatuses are addressed here, but when I say "long" I mean "LONG." The college I go to blocks LJ (please do not ask, please) so I would essentially be unable to post at college. Would I still be able to play this if I decide I want to join, or should I just not bother? >>;

Still haven't picked which 'mon I want for my character, but are first-stage pokemon that have a baby form acceptable? Like, having an Electabuzz rather than an Elekid? Or Clefairy instead of Cleffa, etc.

Hmm... that'll be okay! I mean, they were first stages at one point! |D (This would also apply to Hitmonchan and Hitmontop, and stuff like that. Just throwing that out there as well.)

Anyhow, everybody'll get a few items when they arrives, yeah! Enough to catch a few Pokemon, and enough so they don't die. That old man in the Entralink is a nice dude who has plenty of spare items. (and the one controlling death makes sure of that, because screw people dying.)

pfft, and your second question made me laugh! But clothes are dependant on the city, yeah. (but Castilia would most likely have all the clothing. ALL OF IT.)

And Unova is pretty modern and hardcore - they has debit cards. But they can also carry paper money if they hate technology - and bandits/thieves are out and about! You've gotta be careful!
