Defense against harassment?

I have a friend who is being harassed* by an ex boyfriend. She's a Soldier, currently OCONUS, he's a Sailor, currently CONUS. She has told him repeatedly not to contact her, blocked his phone number, removed him from her Facebook etc. accounts, and even had their mutual friends talk to him about not contacting her. Chain of Command. Start with hers--mostly for covering her ass and trying to get someone to make the phone call with her--but the most effective will simply be his chain of command. Unlike her chain of command, his chain of command has the authority at a lower level to give the order and make it stick without involving someone wearing eagles or stars.

If that does not work, then go up the chain of command. At the least, she should expect to share many/most of the e-mails.

If his chain of command does not respond, you can also try going through a chaplain... Conveniently, they also wear officer ranks...

I'm thinking the best option would be...

Chaplain or (in her case, due to mistrust of religion) EO representative first.
Her chain of command second.
JAG or civilian legal recourse last.

Unless she's had issues with her chain of command before, I suggest she use it first. This way--when there is a call to the Sailor's chain of command--there's an extra level of legitimacy to the complaint and an understanding that it risks going higher in HIS chain of command.

That--ideally--should be all that's necessary. The other avenues may or may not be suggested by her chain of command as well, but a good NCO will often get farther than a good-intentioned officer as far as effectiveness goes.

EO rep. EO EO EO. Especially since she's a Soldier. There are lots of things an EO rep can do, starting with just giving advice. And the EO rep isn't usually in the direct CoC, so things can be kept quieter if she so chooses.
