Used Adobe Photoshop Elements 2. Cropped the image to what I wanted, the resized it down to 100x100. I duplicated the base, and set it to screen 100%, then duplicated it again, and set it to 30%. (I'm not sure if it I duplicated it twice or just once, or about the figures, but I think it was around that.
Next a block of solid color, #001544, then another of #dac6ac. I think... Sharpen once, and save as PNG.
