It is a type of fishing, often (mostly?) practiced in Oklahoma (hence, Okie). Basically, you stick your hand in water, fish around in the mud or under logs, and wait for a catfish to bite your arm. It can be dangerous because you might end up catching a snapping turtle or a beaver instead of a catfish. (My friend was talking to someone who fished this way, and he said "Don't go up into a hole, only go down. Because fish can't climb stairs." And up would be into a beaver dam.)
