If there is a HOA where you are, the manager may have little to no control over this. The stories by now of HOAs running amuck are many and unpleasant. (I think the one nailing a member for flying a US Flag rates near the top of the list)

You may want to make some inquiries to see what it would take to make them happy. Moving may, indeed, turn out to be the best solution, as one complainer could keep the water roiled.

You could move our direction! Leave the busybodies and troublemakers to their little cliquish community and sue the pants off them for the expenses doled out for the need to move due to their interference.
