why are the king and queen evil if theyre making forests?

It's like they laid dormant for a thousand years and rose up and started assimilating land for their empire and destroyed all modern structures and turned them back into forest. In the process, erasing all developments and culture and enslaving or killing all people who inhabit the lands.
It's one of those things where it'd be awesome to start over with the land, but in the process erase all culture and advancements and technology... A good thing for a fundamentalist, a bad thing for a progressive.
