This reads like the MRP of whoever it was that had the "Dark Shaman" Draenei DK, anyone remember that?
But.. Horde Draenei. No. Just no. I could -maybe- pass a half-Orc-half-Draenei who was going completely out of their way to disguise what they were, but even that would be given sue points, elbeit a helluva lot less than this.
And as has been stated previously, blindless isn't cool. And "Blind technically but able to see" just sounds like Illidan.
...Please tell me this person isn't playing a Horde-oriented Draenei with felflame eyes.

Actually it makes me think of the Blind Seer trope (warning: that link goes to TV Tropes, click at own risk). It drives me crazy because it sounds like they want all the cool, edgy, awesome of being a blind seer, but none of the drawbacks to actually, y'know, being blind.
I might get a little overboard frothy on that, but it's one of those subjects that hits close to home for me. ._.
