Okay, so, Norman would definitely know her, because he is very insane. I'd say feel free to do as you wish with Normie since that could be FUN. Though perhaps run it by me first, just in case? IDK. :3

Okay, Quicksilver and Archangel have never had mental problems of any kind. So I don't think they're an issue.

Shatterstar. Okay. He has been insane at one point in his canon, but I would not really consider him so much now. There was an instance where a telepath messed with his memories and he lived for months with multiple personalities. Later he died and SOMEHOW his soul is living in the body of one of the personalities so BOTH of them live in the same mind space now. It's calmer. However, he still has like...total malfunction because of years of slavery and abuse and war. So. I really should've said this before. ._.

Layla Miller is a child and is completely immune to reality warps and is able to distinguish/see/know different realities and whatnot. I don't know if that counts as what you mean. But yeah. There! :D

And if you ever need people to make crazy, let me know and I'll give you someone. XD

Ken - Used to be completely insane when his mind was warped into becoming the Kaiser(who now exists as a split personality of sorts.) He's still a child despite one his best efforts to hide it. I suppose you could consider him to be one of Del's but, because he's so damn terrified of becoming mad again he's reluctant to face her.

Lupin - He's ever so slightly crazy. He'd probably recall seeing her a time or two before pulling a completely loopy heist no normal person would try.

Juston - Completely normal.
