My best guess would be that it has to do with shifts and seeing which ones would be compatible within this environment.

[After the last time she saw Zelos in a bathing suit, Sheena decided to keep to herself when she planned to go swimming somewhere. Today is a nice day and it will take him a while to figure out where she went.

When she came up and caught sight of Raine standing in the ocean, it surprised her. A lot. And she made the quick decision that the best thing to do would be to keep her distance.

Beasts can often change their personalities in the blink of an eye. She did trust the woman, but still. That thing was large and Presea didn't know what it was capable of.]

The fastest route is by taking the teleporter located in the barracks to the south of town. You might want to make sure you're dressed for the beach, given how warm it is here. Or at least have a pair of sandals.
