Though the COD charge is probably tax and duty.
Use Purolator or just regular mail (USPS), and you'll avoid those brokerage fees.

And it's incredibly annoying when there's only like 5 companies anywhere selling what you need and 4 of them only go USP or straight out refuse to ship to Canada (generally because of UPS trouble in the past)... *grumble grumble*
..I just finished typing an email to one company, begging them to use USPS to send to Canada.. if they refuse.. I'm gonna be upset 'cause they's gots the stuff I needs :(

In reality, most companies will give you a choice of who the shipper is. If not, order from someone else.
