Character Age: She looks maybe 18 or 19, but she's closer to 500 years old.

here to her wiki article, but I'd also like to explain a few extrapolations that I've come up with after examining her existing canon!
Elly is an exclusive servant of the flower youkai Yuuka Kazami; she's a flower youkai as well (extrapolated from character design, as ZUN likes to give things away blatantly there), and attuned to nature just as Yuuka is, though to a lesser degree. She is the guardian of Mugenkan, Yuuka's residence, and remains there even after Yuuka leaves to explore/terrorize the world. It's likely (and I'll take it as fact) that Elly was created by Yuuka's overwhelming and uncontrolled youki and associated powers-essentially this makes her Yuuka's "daughter".
Her title in the game is "Porter of a Mansion", which implies that she is not only the guardian of Mugenkan, but also the butler, gardener, and assistant. ...And whipping youkai. She's usually referred to loosely as "Yuuka's Gardener" in fandom.
She's best known for her stage's theme song,
Bad Apple!!, having the single most epic
remix of all time-along with highly depressing and bipolar
lyrics in said remix.
Personality: perdition
A state of eternal punishment and damnation into which a sinful and unpenitent person passes after death
Just the title of Elly's theme,
Spirit Battle ~ Perdition Crisis, gives preliminary insight into her character. She's considered one of the tougher (and more annoying) PC-98 bosses, as she throws a variety of things at the player all at once. She's part of the great tradition of really crappy Touhou gatekeepers, a guardian of the border between worlds with plenty of strength and tricks, but who ultimately sucks at her job for whatever reason. In order to hold this position, she must be at least somewhat clever and useful-and in order for someone like Yuuka to employ her, she must also be powerful. Therefore, Elly is a formidable fighter with many skills and techniques and more importantly with great confidence in her powers. She shows no hesitation in facing the player characters, and puts them through a rigorous and hellish battle before they finally pass. From her dialogue, it's also clear that she holds a great disdain for "mere humans", despite losing to one before the player gets to her stage. (By the way, youkai eat humans-however, Elly prefers to nom on nutritious sunshine!)
However, the most insight we get into her character is derived from her immediately whining at the PCs about being attacked "again"--she even says she'll be "serious this time!". She can survive and outlast multiple battles in a day-again showing her formidable strength and endless energy-but she'll be damned if she's excited about it. She's quite hard working, but since (canonically) people never cross the border between worlds at Mugenkan she is (or claims to be) woefully out of practice. This tendency to make excuses is telling of her laziness and her dependence on her indirect abilities to defeat the enemy. Elly would rather telepathically hurl floor tiles and a scythe at the characters than bother with spell cards or increasingly complex danmaku. If anything, she's an ability spammer. (This is akin to a keymasher in fighting games. i.e. freak out and hope for the best!)
Being a relatively young youkai, Elly is bound to show instability in many areas; it's likely she's wholly dependent upon being assigned the task of porter and guardian, and that she wouldn't function that well (read: BE STABLE) outside of Mugenkan. As we see Yuuka develop, we see similar overtones and themes, though at a much later age; if Elly is from the same origin, it's likely she would go through the exact same type of basic developmental stages. She had to be somewhat stable and reliable to have been assigned such an all-encompassing role, but there's nothing there to suggest that she's capable of anything else. She also appears to be the only character at that point in the series who is directly connected to Yuuka, which probably leads to a codependent situation at Mugenkan. (I mean, other than someone DIRECTLY OBLIGATED, who in the world could stand to be around Yuuka that long, anyway?)
When she loses, she claims to be mentally beat up, indicating some kind of deep emotional attachment to her duty. In fact, staying at the gate after a failed defense shows that she probably knows nothing other than her duties! She does stutter a bit when flustered at the PCs and also displays the anime-style "sweatdrop", showing a sort of fear of screwing up. And who wouldn't be fearful with an axe crazy boss? It's okay, though! Elly is also just a little axe crazy. Her danmaku patterns are at first highly organized and crisply fired, but then become very fluid and erratic as the battle goes on. At the end, she spams her simplistic danmaku in an attempt to finally overwhelm the attacker, but does not succeed. This is indicative of desperation and instability, as most Touhou bosses at this point begin trying to flay you alive with beautiful screen-eating spell cards.
Judging by her methods and the way she uses her skills and weapons, she's clearly quite ruthless. She hurls danmaku, floor tiles, AND her scythe at the player simultaneously. Going all-out in a fight is the only way she knows how to do things, since protecting the Mugenkan is quite literally her only purpose. It's interesting to note here that she doesn't use spell cards at all. She's fighting the PC with clearly “inferior” powers, but she still goes all-out. It's almost as if she's entirely inexperienced! She appears quite childish and somewhat naïve about the real goings-on of the universe, when all of these aspects are examined together: an accurate assessment considering her age.
Tl;dr: Elly is Yuuka's similarly axe-crazy butler minion. With a scythe.
Abilities: Danmaku, Boomerang Scythe. Unlike some Touhou ladies, she does not possess spell cards. She's pretty weak, on the surface. She does possess some telekinetic ability, though she must be familiar with the objects in order to make them move. It's sort of an organic, symbiotic link she must have with them. For instance, it would work with her personal possessions (e.g. her scythe) or her personal property (e.g. the bathroom tiles) or another area she's really familiar with (e.g. small items in a workplace) but not for random cars, people's possessions, or City Hall's steps. She has to be intimately familiar with the object/place in order to use it. She does possess some degree of command over natural things as well, due to her being a flower youkai; however, she's nowhere near as powerful or precise as Yuuka.
