The damage being situational means that it won't be doing tons of damage all the time. Instead, because of the re-rolls, if you can hit, you'll be doing steady damage. And yes, because of the double crit chance, your expected(DPR) goes up quite a bit, even if the individual non-crits don't.
And I really like the schtick of the Avenger with all the shifting and teleporting and with a bit of CD:RRoT, it should be fun. :)
Yeah, I agree that the shtick is excellent. I do somewhat regret how much Avengers are encouraged to be followers of Tempus, though... I don't think RRoT needed any more incentive.
Seeing one played today was helpful, too -- I got to throw some basic situations at the Avenger to see really how hard it would be to use the Avenger tools, and it worked pretty well.

I think that more than other Strikers, Avengers are encouraged to be followers of Tempus because they really only have the extra damage that comes from a crit. The don't have a Quarry ability to add damage through, nor a mark, nor Sneak attack. So if they are going to get into the higher DPR ranges, they need that crit chance to increase. So yeah, Avengers were pretty much handpicked to be followers of Tempus.
On the other hand, that's not to say that say a follower of Corellon wouldn't find an interesting synergy with the Avenger powers, or Tymora. But Tempus is very very tempting.
Not for us, although we had to run kinda quickly after the adventure was over. There was a trivia quiz that seemed pretty well done (including general D&D, 4e-specific, and 4e-adventure-specific information), and the best highest scorer in each slot won a prize, but I don't know exactly what it was.
