I get what you're saying. But having watched my Dad die, I still chafe at having to waste weeks doing something that literally NOBODY cares about. Nobody at the MVA cared. Nobody in the government would realistically want to prevent me from registering my car so I can drive legally when my name is already on it. It was only being done because that's what the rules say we should do, and it serves no other purpose whatsoever.

Time is short. I have better things to do. Red tape is bad, but when it reaches this level of incompetence it's simply outrageous.

My personal theory has a couple of different parts
1) People are, on average, neither especially sharp nor motivated at their jobs.
1a) At any job that compensates for a lack of upward mobility by making it very unlikely you'll ever get fired is full of people who are especially unmotivated
2) The government is full of people
3) The government doesn't pay well, and compensates for it by making it unlikely employees will ever get fired.

Just 1 and 2 are enough when dealing with government in general.
