I actually had to look this up on Wikipedia to find out what the hell is going on here.

Apparently mongrels are people not genetically engineered at all, and Blondies are a special race of genetically engineered people who aren't allowed to have sex, but are allowed to watch, so they keep slaves pets to put on sex shows for them. Blondies live in Tangagura. And for some reason people care if a pet is older than average and still being kept instead of sold to a brothel, and also it's terribly scandalous to have one that isn't engineered.
