Simple. Iruka and Anko do need punishment, but suspension takes care of that. Don't worry about slashing the budget, I'll hammer out something with Kakuzu, since we really do need the art programs. Tobi on the other hand....how about you just keep him, but pay him as little as possible since he doesn't actually do any work around here.
