I'm going with everyone else - it's on her.

Since she's canceled your order through Etsy, she needs to refund your money. If the items are returned to her, you can always pay her again. If she refuses, I would send Etsy an e-mail and let them know that you did not agree to the order cancellation, that she sent the order to the wrong address after you'd specifically told her it was supposed to be shipped to you in Australia and paid for international shipping, and now she has canceled the order but not refunded your money.

With DC, a package that is being returned may not show up as returned until after it arrives at the sender's. She might be able to call the post office's information line and get more information.

Also, if you have family or a good friend still in the US, perhaps you can change your PP address to be their address, just in case this happens again.

I didn't know you could file complaints through Etsy. Thanks for the info.

I can't imagine you can't file a complaint - they have a seller policy and I'm sure she's in violation.

"I also got an email this morning from etsy stating the seller had canceled my order with the following explanation from seller: "Cancellation reason provided by the shop owner: Buyer and seller agreed to cancel prior to shipment and buyer has paid." I never agreed to cancel it, and am not sure what this all means. Does anyone know what this means or what repercussions this may have on my order/funds?"

Sounds as though she's trying to get around paying for fees on Etsy and accruing any negative feedback from you about the transaction on her Feedback page.
