There was a bride on here who had a Mad Hatter themed bridal shower, you might could find some good inspiration there. I remember they had cupcakes served in mismatched teacups that were entirely too cute.
My own Mad Hatter party was only related the release of the new Alice movie, so perhaps not as useful, though you can see the pic here

Look into origami...We are doing the Japanese 1000 paper cranes tradition, and more and more I love the idea. Not only is it a project we can do together, and 1000 cranes will fill up a *lot* of space as far as decorating goes, but since I am only making them out of used paper, it is 100% free...Anything we would normally put in recycling at home, and both of us are taking home paper trash from our jobs--completely free, and green to boot! I don't know that cranes would fit into your theme, but there are so many different origami animals and objects I'm sure you can find a bunch that would be appropriate for your Tea. :)

A couple things we've thought about:
1. Setting up croquet in the ceremony area post ceremony. (I have a great set I got from restoration hardware.)
2. For cocktail tables we found these awesome mesh forms that look like tea pots and cups with saucers. I'll fill each one with moss and flowers. We got them for a good price down town too!
Other tea party type decor that come to mind on a tight budget. Paper lanterns, stacking tea cups for decor, fabric banners.
BTW, I LOVE these invitations. They're subtle alice themed without bashing it over the head. I'm sure you could make your own in colors that suit you.

Tea-pot. (There was only one left, and it's a little lopsided.) It measures about 5 inches high and 7 inches in diameter.
