I can bike awfully well, and can't skate to save my soul. For some reason I cannot bend my knees at all if there are wheels on my feet; with my feet on pedals it's much easier.
I never was more than a passable rollerskater, and my experiences attempting to ice skate suggest that the skills do not keep with disuse.
However, it has been alleged that I can ride at least two bikes at a time. I therefore claim that biking is easier, even gauged on a per-contraption basis.
I've never skated in any way (unless you count making skating motions on flat terrain when skiing) and thus can't really comment....but cycling is pretty easy once you learn how. :-)
Well, I can't bike at all, and while I can theoretically skate really really slowly and awkwardly, my first experience of it was falling down and breaking my arm. So I don't know if that helps.
