It's the new fashion where Victorian meets science fiction. What if what Jules Verne wrote about (the submarines, etc) was real? What if the Victorians had cool steam powered technology?

Think Back to the Future part 3, League of Extraordinary Gentlemen, etc.

Of course, some people do steam punk well and some do it very very badly. Over in the Costume Snark community probably half of the posts are badly done steampunk costumes.

Some people are more punk, and some folks are more upper class, but it all seems like a lot of fun.

relevant webcomic link: http://www.girlgeniusonline.com/ It's excellently done and will give you a good sense of the style. That, and they're awesome and you should read their thingimer ;) Steampunk is also sometimes referred to as Gaslamp, I think.
