Putting her in Carnival would get the same effect. If Fenrir goes in with her, then he can try to eat her all he likes.

Apparently. Though I can't say why he's never eaten anyone between when he was let out and now. Never talked to him myself.

He didn't eat everyone he came across, so I can't say why he ate those people and not others either.
