I heard that the business of video game rentals is illegal in Japan. Is it true? How come? Does the same apply to movies too?

I know an elderly Japanese woman who has been a close friend of the family for over fifty years. She fell last night and broke her hip. I'd like to take a handmade "Get Well" card to her in the hospital this weekend and perhaps a small gift. I would like to write "Get Well" or "Feel better soon" in kanji on the front. Is the internet connection more affordable in Japan compared to US? Is a greater percentage of the population using broadband? Do they have superior connection speed compared to the US?

Can anyone tell me how far ICU Uni is from Temple Uni??

ICU is in the Mitaka-shi district where Temple uni is in the Azabu district of Minato-ku
I've been looking at a gazzion maps and subway lines.. but, I'm litterally running in circles for 3 hours now.
