as far as i know people who answer or start talking on the phone with "ALLO" are French, Turkish, Russian, Polish, Arabs.... I used to get phone calls from unknown French speaking people and unknown Spanish speaking people on my US cell phone. I tried to tell them they had a wrong number with my poor english, buh,,,, you know. i guess it'll go away after a while.

Well I know it's not French or Spanish, but Turkish or an Arabic dialect are good guesses.
