Is this person the author who was committed to the Mayo Clinic for some good old shock treatment shortly before his suicide and claimed that the FBI was watching him (which, they were, actually, for a bit)?

That would be Ernest Hemingway. The Feds kept an eye on him in the 50s because of his enjoyment of sailing around Cuba. They kept his file open, for some reason, after he had moved to Idaho, noting his admission into the Mayo Clinic.

Is this person American?
