[It isn't Emperor Joseph who's ruling the Austria-equivalent where Klaus comes from, but he still feels the need to keep up friendly relations with other courts. And that includes, unfortunately, explaining to this man what's going on.]
I regret to inform you that your Emperor cannot be reached from within the confines of this city. He very likely does not even know that you are gone; none of my subjects noticed when I was taken.
Ah, no, but I am from a country that neighbors it. Your Vienna may be strikingly different from the one I am used to, if the fact that my Vienna is not ruled by a Joseph is any indication.
In any case. I am Baron Klaus Wulfenbach, current ruler of Europa. This place is Mayfield, which is a great ways into the future for the both of us, I should think. I do not know why we are here or how, but I do know that we cannot leave. I would make yourself comfortable, if possible, and wait it out.
By the sound of your voice and context of your words, it seems you are from a time before this "modern" world.
Whatever world or time you previously existed in, you have been kidnapped from. You have been put into an idyllic world based off of the American Nineteen hundred and fifties.
I imagine it will take you some time to adjust to your new surroundings, but your Emperor is most likely not in this world with you.
You have been moved to another world entirely. Have you noticed the photographs in your home containing you and the "family" you have been placed with?
This world is distorted to make it appear as if you have been here all of your life...much like a twisted play starring the kidnapped.
The setting is nineteen fifties America, and you play a part whether you like it or not.
It never pays to panic in a situation like this. But that's the third time I've heard someone tell me that, so I must confess that I am rather disturbed by this turn of events. Tell me - what is it that makes this town so inescapable? There don't seem to be guards posted anywhere, and the accommodations are hardly akin to a prison.
I'm not sure. I've only been here for a short while, but apparently if you attempt to leave town, you will simply loop back to where you were. And some people have been here for a very long time.
...I am very sorry to have to tell you this, sir, truly I am...but your emperor will not be responding to your call unless he has been brought here as well.
I wish I could tell you this isn't as bad as it seems. [She pauses, pursing her lips. She knows how trying the first day in this town can be.] Will you be alright?
I don't appear to be in any immediate danger. Apart from the need to get my bearings and a woman who seems convinced that I am her husband, I should be fine.
[Well Salieri, I don't know if you can see ghosts or nature spirits at all, but Horohoro's guardian is floating about the house. Upon noticing a strange figure on the phone, Kororo squeaks and zooms into Horohoro's bedroom to wake him up. By freezing his toes. So even if all of that went unnoticed, a loud "yow!"from another bedroom shouldn't.]
[Salieri can't see spirits in any way whatsoever, but the sharp yell from the other room definitely gets his attention. Furrowing his brow, he exits his own bedroom and walks over to Horohoro's room, knocking lightly on the door.]
Hello. My name is Antonio Salieri. I have regrettably just arrived here. I understand that we will be living in this house together for the time being.

[Chuckles lightly in disbelief.]
"Madam, you seem to be confused. The year is 1787."

"...Hello? Is everything all right in there?"

[and then he hears an unfamiliar, adult voice. Oh gosh. Does this mean what he thinks it does...]
Uh - I'm fine! Just a minute! Brrr...
[he shoves his cold feet into slippers, rubbing his eyes as he answers the door in his PJs]
Hey there.
