My first tutorial :)
We are going from this 
to this
1. Sharpen your image once.
2. Creat a new layer. Fill it with #031137. Set it to exclusion 100%
3. Creat a new layer. Fill it with #83DAED. Set it to color burn 46%
4. Creat a new layer. Fill it with #EDDD83. Set it to overlay 100%. ( it depends on your image. The one I made with Ciara was set to 33%)
5. Curves:
First point:
Input: 57
Outpu:71
Second point:
Input: 148
Output: 149
6. Duplicate your base. Drag it to the top and desaturate it ( Shift+ ctrl+ U). Set it to soft light 100%.
7. Sharpen it once.
* I added text here. I used font called Small Type Writing- Medium. Color #521305, size 12
