I've never heard of an office like that. Unfortunately the city isn't very organized. Especially after the destruction of the prison.

No. It was the deities. They decided to imprison a large portion of the city, torture them, and then blow up their own creation. I'm not sure if there is a citizen more depraved than the deities themselves.

I couldn't tell you much about the prison before that...other than that it was run by the warden, which was a deity created position but voted upon by the rest of the people who have been trapped within the city.

There's no known register for citizens, but I think the deities keep track of things even if it seems they couldn't care less.

No physical tour, though I've received many a guide, and a number of extraordinary people were quite willing to tell me a thing or two.

Take Mr. Sylar, for instance, have you met him? Utterly helpful fellow. Took me under his wing the very night of my arrival.

The first problem I can see is that we don't know of this thing runs on elektrisityctrity or magic to begin with. Normally I would say it would be impossible for it to be both, but no one said this place ever makes sense.

The magic and the vessel are what we're dealing with here more than the man.

The guide specifies Muggles have worked on repairing their devices in the past, though. I can't imagine... hmmm. That's a very solid point, though, Mr. Malfoy. Could be they were the exceptions who somehow wielded the City's magic...

And if the charm is applied on the object, its core should relate to the user, the subject.

Mr. Malfoy, I'm very glad to have your insight into this. How's the bear oddity treated you?

We already know the City's magic doesn't follow our kinds of rules. Not to mention the magic of other people here. They certainly seem to have a mind of their own like the rest of the City does, but it doesn't work on magic alone either if the muggles are so familiar with them.

But do you really want your magic tied in with something like this? Who knows what the feedback could be.

It is my pleasure. None of the others here have shown half an interest in figuring out how this place works. And I largely ignored it's foolishness, thank you.

Incompatibility doesn't mean our magic can't force the charm but then, that isn't the sort of magic you're all so very fond of, now is it.

Oh, it's merely an experiment. Although I do look forward to seeing what a Black makes of this. Imagine, someone with his magical potential...
