sadly, one can believe anything when they hear 'i love you'. i've been realizing these past few months that anyone can say it and still mean it, just not in the way interpreted by the listener/receiever. you can say i love you to a sibling, yet nit be 'in' love with them (lest we be in utah), same as with pets and parents and the like.
what hurts is when it never really gets past the 'i love you' stage, and doesn't reach the 'i'm in love with you stage'. i personally don't think it should be said unless you can answer yes to yourself about both statements...

there definitely is a difference between the 2, and yes it is hard to deferentiate. I mean, i Loved Chris, but I dont think i was ever really in love with him. The feelins i had/have a little still are stronger towards Scott than they ever were towards Chris. And I agree with the comment above, you have to be sure about both of them before you say anything, because then you know youd do anything for the person, and want to work through anything. So do not say it back if you are not in love with them. Itll only hurt more if it doesnt work, because one of you is way more into the relationship than the other. I should know.
