In Rumsfeld's case, the title "Secretary" is actually a facade to protect the squeamish public from things they'd be better off not knowing about. His internal title is "Director of Torture", where Gonzales' is "The Dungeon Master". By giving them emasculating titles like Secretary, we cause the enemy to underestimate them and be less prepared for the grueling but terribly necessary information extraction methods these men must use in order to protect your freedom.
