Yes, this is necessary! Because while Quatre has not been in Anatole as long as other residents, he has a unique experience with the city.
To start, the Mist has amplified his empathetic and telepathic abilities. Greatly. There are very few emotions and thoughts he does not become aware of, but most of what is presented to him is garbled and messy; ultimately, much of what he learns through his abilities is ignored. Currently, he is teaching himself how to control it better because it, also, causes him grief. Quatre's first true experience with the amplification was in an incident in which he received many of Jason Todd's earlier memories. ( It did not end well.) For some time, his abilities caused him pain as well, but that has subsided substantially. For more information about his telepathy, you can look here.
Especially notable about Quatre's experiences in Anatole is that he has been here...several times. Because I suck. He first arrived on May 12th [2010] and disappeared a month or so later [July 24th, 2010]. Then, Quatre returned August 21st [2010] with memories of Anatole. His following interaction with others depressed him severely, and he withdrew from several friends; this was not helped by Orihara Izaya, ftr. Eventually, Quatre - to put it lightly - lost his shit, killed several natives, and walked into the Mist where he died. (This occurred October 10th, 2010.) His (HOPEFULLY FINAL) return was February 9th [2011]. He didn't have his memories, at first, but he has since regained them. Some are fuzzier than others (those that include his second stint in the city); most importantly, he doesn't know he died. He disappeared again on June 7th, 2011.
Other notable information about Quatre: ⑴ he is very close to Jason, due to the above mentioned incident. Their disappearances have caused each other much grief but is coping better than Jason did. (Surprise!) Quatre does not, under any circumstance, refer to Jason's being using past tense verbs. He isn't dead. ⑵ Quatre was second in command of the Scorched-run police force when Leon Kennedy was in charge. He was incredibly fond of Leon, and because of Kuchiki Byakuya's callousness with regards to Leon's disappearance, he has decided against rejoining the force. ⑶ Due Quatre's freelancing, he has created a business network of natives and Scorched and, currently, acts as an information broker.
