So, I let myself fall into a trap that I let myself fall into way too much: being hopeful. It never works out for me so I try not to make a habit of it

You are welcome to come and poke around in my basement. The IT guys from Foxwoods donated a slew of stuff for MJ:FI, all kinds of stuff: actual PCs, RAM, monitors, just everything... and most of it in working order according to them.
I just took the next 2 days off work and I have Saturday/Sunday off too, so let me know if you're interested, I'll be around scraping off icky wallpaper and stuff.
Unfortunately, this is my week to work on Saturday. Sunday might work, but I don't know that I can get transportation. Plus I'll probably be doing laundry all day.
Question: Have you called the place you're paying and asked them if the gov't should still be garnishing your return while you're paying them? It could be the gov't trying to get the better of you and relying on the fact you're not going to follow up.
Worse thing that happens, you don't get the return. No further loss. Best thing, the money gets returned to you and tada ... laptop.
I'm not inclined to follow up with NCO on this. Every bit of research I did online has pointed to NCO (the people I am paying currently) as being remarkably unscrupulous and that the way they usually work is to set up a payment plan with you and then the next month, someone else from NCO calls you (and apparently the person who had been handling your account is no longer available) and tells you that the arrangement you made is not enough and they demand that you pay them even more per month. There's countless bad experiences listed about them and not a single positive encounter.
Right now, I've gone through 4 months of payments and they haven't contacted me since November. It doesn't seem a good idea to contact them and put myself back on their radar.
It just means that my assumptions about NCO now owning my debt were incorrect and that they are just working on behalf of the government to get the payment. So I am still liable to the government for the debt.
If they're that unscrupulous, have you checked with the irs to make sure that the whole thing's legit? I would hate for you to be paying them and then find out that the debt hasn't been touched or anything...
They may be unscrupulous, but I still get monthly notices from the Department of Education that state that payment was made on my account and what the amount I owe is, so the money is being used legitmately.
That should have been a clue for me...that I was getting notices from Dept. of Education still.
