9/11 wasn't the only economic factor either. In the spring of 2000, the entire Online Boom bubble popped. The huge progress made in the 90's was coming to a close because everyone had a computer by then.

The reason why most people blame Bush for the economic recession is due to the simple fact that it takes the public a while to realize that the economy is either going up or down.
