There is more than one person here who could have done the deed while making it look as if someone else had. It was a possibility from the beginning. Snape confirmed the possibility was fact, and both Uchiha in question believed him. There was never a threat in the first place. Only two teenagers arguing with each other over a misunderstanding.

It was a threat that obviously never would have been seen through. Uchiha wasn't alone. Both were trapped, unable to leave the building. And even after they were freed, they were still under watch.

You're focusing on the wrong threat.

All that aside, ma'am... Uchiha Sasuke is a twelve-year-old boy. Some of the dumbest mistakes we make happen at that age. In his favor... at least he listened when people gave him evidence he was wrong. He's impulsive and, frankly, an idiot, but... I don't know how far that extends to 'traitor'.

[She nods in reply to the first part, but it's the second her attention is more on.]

I'm not declaring him a traitor, though I'd say that given his history and his current actions, that's the route he's headed down. However, it's his actions that I'm making my decision on. I cannot in good conscious trust Uchiha Sasuke with sensitive information. I cannot view him as a member of Konoha when his loyalties are so obviously in question.

[There's a pause, and she leans back. Tsunade's tired. It shows in her eyes and the way her fingers briefly touch against her temple.]I'm not certain how much you know of what has been happening in Konoha, but Sasuke attacked the Kage summit. He tried to kill one of his own allies, a girl by the name of Karin. He's a missing-nin, a traitor, who has declared allegiance to Madara and is seeking any method possible to destroy Konoha

You sound like a Hokage should. [there's a brief chuckle at that, before his tone turns serious.]The safe house is a good idea, I agree. As for Sasuke, tread with caution as always. He's still young, and none of the events we know have come to pass for him yet. And likely won't, as long as he stays here. But we shouldn't give him reason to want to pull away. I'm not making excuses for him, he's a brat, and has shown little regard for his life lately. If he wishes to be considered an ally, then he needs to show it

Mm. From what I gather Madara and Izuna aren't mutually exclusive, and Madara was the one that he was yelling over when he started in on Tenten. I'll talk to Kakashi about it, though.
