Annie is the sole Woman Detective Constable with the Salford & Manchester Police Criminal Investigation Department, and as such, is subject to the sexism characteristic of 1973. She is the only one to whom Sam Tyler confides about his life in 2006, and though she thinks he's suffered brain damage, she's sympathetic.
Annie is very bright and driven (she has a bachelor's degree in Psychology), but she's also clever enough to know how to play the game, so to speak. She knows when to speak up and when to hold her peace since she's pretty much on her own and her position is precarious, though she's very good at her job. Having Sam around has helped her because he respects her as an officer, so he became her touchstone for raising in the ranks.
When Annie arrived in Wonderland, she was understandably perplexed. Sam took her to meet the Doctor and Martha Jones, where she encountered her very first alien (always a milestone) and her second person from the future. Sam and Annie chatted briefly, and Sam let on he'd slept with someone, though he didn't tell her who. When they finally parted, Annie was sure everything was going to be fine between then, but when Annie woke up, Sam was gone.
After Sam left Wonderland, Annie was on her own for a bit, but eventually just faded back to 1974, having no impetus to stay and no purpose for being there. She continued her shiftless existence in '74 for awhile, both confused and a lot angry at Sam for whatever happened to her and his abrupt disappearance. Eventually, she just let it all go, chalking the entire experience up to some kind of stress-induced hallucination as a coping mechanism (though, of course, she still believed Wonderland all happened - she just buried it to keep herself sane and account for Sam's disappearance).
Annie returned to work, transferring out of Manchester-Salford to Swindon. Six months passed and she sank into an easy rhythm, making a few friends and just letting go at last - and then she found her ticket in her desk drawer, addressed to her from Sam. She was curious, of course, but also... well, maybe not angry anymore, but certainly not celebrating. She thought he was just messing with her, so she responded impetuously, intending to see him only long enough to tell him to leave her alone (which is why she's only carrying what she had on her: a wallet containing a few quid, a check book, her drivers licence, a lipstick, a face powder and mirror, keys, a pen, some loose change, and her badge.).
